Willy Steppe doesn’t have a permanent address. Like a growing number of EU citizens he was driven into homelessness after his business went bust. Around 85 million EU citizens are living on the poverty line. The European Parliament is hoping to combat this with a series of reports, and a proposal for a European minimum wage.
